Alan Shaeffer, sole proprietor of the Alliance for the Separation of School an State, says that he was the main source of the concepts behind the New Hampshire voucher program and has attended most of the hearings.  Senator Forsythe, the bill's prime sponsor relies on him for data in support of provisions in the bill.  He's also the main person at the strongly anti-public education, Network for Educational Opportunity,   His bio is at the bottom of this page.

So there's no ambiguity here: the two outside experts the SB 67 committee brought in to advise on the NH Education Tax Credit program, this Alan Shaeffer and the Cato Alan Shaeffer,  are explicitly in favor of ending public education in the United States.
